Dandaniti is the discipline of governance, which the Bhagavata places alongside varta, livelihood. At SB 3.7.32 Vidura asks for 'vArtAyA daNDanItesh cha shrutasya cha vidhiM pR^ithak' — the rule of livelihood, of the science of the rod, and of what is heard, each separately. The mention comes immediately after the occasions of the four aims of life, where Vidura sets the condition 'avirodhataH', without conflict.
