Rajas-guna is prakriti's second mode: energy, passion and striving, breeding in the mind lust, greed and anger. In the processed verses it carries kama, lobha and the rest (SB 1.2.19); it arises out of tamas — as fire out of smoke's substrate (1.2.24); and bhakti washes it away (1.2.19).

Not binding the first of the rishis, because his mind is fastened on the Lord
At SB 3.9.35 the Lord calls rajas the worst: 'R^iShim AdyaM na badhnAti pApIyAMs tvAM rajo guNaH / yan mano mayi nirbaddhaM prajAH saMsR^ijato api te'. The ground of bondage is given as the attachment of the mind, not the action.
The guna that floods the creator
At SB 3.10.29 the creator is called 'rajaH-plutaH', flooded with rajas, and then 'amogha-sa~Nkalpa AtmaivAtmAnam AtmanA' — of unfrustrated resolve, creating by the Self the Self within the Self. At SB 3.10.18 too the chief creation is described as the play of the rajas portion of the Lord.

From tamas arises rajas: 'tamahas tu rajah tasmät sattvam' (SB 1.2.24) - as from the earthly, smoke, then fire. Evidence: EXPLICIT.
