Varuṇa is lord of the waters and the ocean and guardian of ṛta, cosmic order; in the Rigveda he stands with Mitra as the highest moral deity among the Ādityas, binding falsehood and sin with his noose, and nothing is hidden from his sight. In the Puranas his scope narrows to the guardian of the western quarter and god of waters, and Pracetas is a well-known name of his. At SB 2.3.7 one who desires a treasury is directed to worship Pracetas — as lord of the ocean he is held lord also of its hoards.
